A Congressional commission held a public competition, and picked the submission by a designer named Charles A. R. Dunn, who had first proposed his design in 1921.

This is the flag of the District of Columbia. It is actually based on the Coat of Arms of the Washington family, originally of British descent.

It is said the the three stars represent the 3 levels of government: Federal, District and Municipal.
